The city recently added 45 shelter beds to their extant 166. It's just a drop in the bucket, though. I wouldn't be surprised if they've attracted 45 new vagrants to the city since they opened in June. (Current count was estimated at 1000 a year and a half ago.)
Solutions are really needed at a county-wide, state-wide, or country-wide level. I mean, Berkeley might be able to make a difference just at the city-level if all they were doing was providing beds. The problem is the blind-eye to all the crimes and quality-of-life issues, which attracts an ever-increasing group. With that, they're just never going to get ahead of the problem unless they kick it up the chain to someone big enough to deal with the overall problem.
