Q: So, I understand that despite all of our work raising up democracies in the Third World, the United States isn't actually one itself. We're a Republic and so rather than electing a President, we elect an electoral college who elects a President.

 Based on the last couple of weeks of polls, it looks like George Bush is going to lose the popular vote, but I understand that he could still win the electoral vote, and thus the Presidency. I'm confused, though, what happens if George Bush loses both the popular vote and the electoral vote?

A: Based on past experience, George Bush is elected President.

With Bush's numbers anemic since the debates, the Republican party seems to have figured out that the only way to win this election is to keep people from voting.

Here's a story about how the GOP tried to remove 35,000 people from the voter rolls in Ohio:

(The basis of this challenge was apparently people who refused to accept registered mail from the Republican party.)

Here's how they tried to do the same thing in Wisconsin and Nevada:

Here's a story about letters being sent to newly registered Democratic voters in Ohio, telling them that they're not registered to vote:

At least in Nevada, the GOP tried for a bit more deniability. They hired a voter registration firm and had them throw away registration forms for Democrats:
